Maintaining a well functioning army is important for preventing wars. However, justifying high spending in the absence of wars is difficult. Another problem is that even with high spending the army can get inefficient and ineffective. An active war provides the right pressures to improve the army, but the cost of the active war is high.
Could we develop a better training regime? It will be costly, but if the alternative is war, perhaps it's worth it.
